Could you please explain the advantages of using second optical modulator in some systems? for example, as shown in the following picture

Thanks Sir for your response.
I got it from the attached paper. So I applied the second modulator to my set up for a multiplexing technique to make it Radio over fiber and it worked but unfortunately I did not understand it’s advantages.
