  I downloaded OptiSystem Evaluation Version
  
  When I tried to use ‘Empirical Laser Measured’ component, the 3 dB frequency parameter seems to be disabled therefore I am unable to change the value.
  
  Please find the screenshot of the same attached.

  The 3dB frequency is only applied if you are using an optional Butterworth filter, set by the use Butterworth filter box in the same picture. I recommend reading the help file associated with this component as there are a lot of parameters.
