I have mentioned balanced photodetectors and their structure in one of your former topics. please refer to the topic below:
Like a differential amplifier, they cancel the common mode (which is the noise) with their balanced structure and that’s why they show good sensitivity characteristic.

Hi, I have made tha 1st two part, but pending the electrical decider one. which one to use for that.
For the electrical decider, you need to use the demodulator or the decoder you have been using as your modulation or coding scheme in your transmitter. For example, if you have used PSK modulator, here you should use the PSK demodulator component. You can easily find this out from the paper, or you can upload the paper in here in case you need help.
