There is a great tutorial on how to perform Parameter Sweeps in OptiSystem at the following link:

It is also relevant to your questions as the tutorial shows you how to sweep input power and produce a graph of the BER. To get the BER as a function of Eye height you can just sweep through the Decision Instant parameter and then plot the min BER as a function of Eye height.
