Just to make sure the record is complete, I cannot definitely comment on the first photonic crystal fiber paper; however, I can state that within the literature the foundational photonic crystal papers are typically considered to be those by E. Yablonovitch (Phys. Rev. Lett. 58, 2059 1987) and S. John (phys rev lett 58 2486 1987).
