1-I want to inquire what is the function of optical attenuates.
2-Can optical Attenuates increases the BER?
It is the opposite function of the amplifier,from his name it attenuate the signal power but it may be just a length of fiber.
Yes ,It increase BER for two reasons,1-it produces noise.,2-It decreases power and hence decrease OSNR which increase BER.

1_ Where can i use optical attenuator.. Can it be used in transmitter side or receiver side??? or be used in both transmitter and receiver?
according to your design.

You can use your attenuator either at the transmitter or at the receiver. It will depend on your scheme and the main design purpose.
