what would we chose the input pump power of raman amplifier for calculating gain?

For the proper power required you may do one thing. Just use power at the input in the sweep mode instead of the normal mode. Give different values of power for different sweeps and note the gain at the output. Use at least 10 sweep values. You may get the required power by doing it.
