Instead of using optical fiber in the network if I use the OWC channel can I call it a Radio over Fiber network?

the idea of ROF is to use the side-tone(s) of the laser created by modulating the laser using sinusoidal signal to carry the data. The OWC has nothing to do with the modulation process.
