I need to design and implement of dicode level coding technique in which they have used(time delay, subtractor, modular 2 adder), because I am working with that paper attached below using optisystem so far I have to know about the designing technique for dicode level.

In the Signal Processing Library, we have different tools that you could use to construct this coding scheme. For example, there is as binary bit delay, electrical subtractor and electrical differentiator.
