I am trying to implement the SAC OCMDA by incorporating EMD code from the following paper. It’s not working, please help what is wrong with the file.

I went through your project and added few OSA at different locations to monitor the signal.
As you see in the attached image, the output signal after transmission in the fiber and the input of each pin detector at the receiver has all tones, which makes it impossible to have error free transmission at any frequency. You need to properly set the filters to enable single frequency at the input of any pin detector. Also, please note that the signal level is very low which makes it impossible to receive. You need to increase the EDFA gain.
