Typically, bit error rate (BER), symbol error rate (SER), and error vector magnitude (EVM) are the main metrics used to evaluate the system depending on the modulation scheme. You might also check the OSNR at the receiver. These parameters are investigated for different power launched, length of fiber, number of user (related to splitting loss), etc..

Yes, you can make the design in OptiSystem.
Please refer to the examples in OptiSystem Example Library located at the following link for more information.
