After designing wdm system or simple optical communication system it was found that BER value fluctuates even for the same parameters .If user has taken readings at certain time interval after simulation.If user again simulate that system for same parameters this time BER value came different

If I have understood your problem correctly, you have got different BER each time you have run the simulation for the same system. This is probably happening due to the fact that the sequence length is rather short. You may consider increasing sequence length, say, to 4096 and see if the probelm is solved.

the reason behind this is the random seed.
for each the components such as laser ,PBRS, amplifiers , detectors, ectc;etc , there is a parameter called random seed(random no).IN the parameter of Random NUMber you have to unselect the GENNERATE RANDOM SEED for each of such component having RANDOM NO. parameter.
then every time you simulate your osd file , you will get the same result

you need to click on the component properties of every active component you have used in the design and click on the random tab of the generated window.There you find random seed option..just remove the tick there ( unmark it).
hopefully your results will stable. i have attached the screenshot below of the mentioned tab!
you do it for every component.
