Hello,
Typically B3 (TOD) depends on the type of the fiber. It could be -0.076 ps^3/km to 0.7 ps^3/km at 1550nm. You may check the spec in the datasheet of the fiber type you want to simulate.
Attached is one reference that you may get the TOD spec for the DCF fiber.
