The sign on the power is an indication of the direct the power is flowing through the observation area. Area is taken based on the normal of the observation area. For example for a Z-directed observation area (covers XY area) the normal is the z-axis. Power moving along the +z direction will be positive while negative power indicates the power flow direction to be the -z direction.
