Hello Kam,
the window that you are displaying must be for very old version of OptiSystem. Current OptiSystem project layout window is attached. Users can set the global bit rate for all components as well can set the symbol rate mainly used with advanced modulation schemes. If needed, users can vary these rates inside the component properties popup window.
