Hello, I want to create a new filter component. Is it possible? Can I create this filter by uploading a .txt file to Optisystem that contains information for a filter I want to design?

yes you can create your own filter by loading the filter spectral response into the components that enable that. There are few of those components that can be found in the filter libraries (Optical or Electrical) located at Default/Filters Library/. Example of components are Measured Filter S Parameters Measured Filter, etc.
Please check the desired component and check its datasheet for guidance.
