I’ve checked the paper quickly, you suppose to build a MZI not MZM. Please refer to figure 7 it shows the block diagram.
All components are in OptiSystem and you should be able to simulate it in OptiSystem. You need to couplers and delay elements.
Once you design the project, please send me the layout as a zip file to review it.
