I have been trying for electrical QPSK modulation for OWC channel and its showing constant BER even when the parameters are changed drastically. What could be the possible reason for this and how to change it? If the frequency of the carrier signal is 3.6 GHz, what should be the cut-off frequency of the demodulator or the phase offset of the decoder?

Please refer to the examples at C:\Users\xxxxxxx\Documents\OptiSystem 16.0 Samples\Advanced modulation systems\PSK systems\QPSK\ for some examples on QPSK.
I hope those examples give you an insight on QPSK design. You need to use OWC instead of the fiber in these examples.
