You can design planar waveguides in OptiBPM (or OptiFDTD), but our numerical methods are limited to passive devices. As one exception OptiBPM can simulate electro-optic modulators. But if you are interested in finding the modes of a a waveguide or looking at tapering and bending effects, both tools could work depending on your exact design specifications.
