Increasing noise figure for all optical amplifiers (EDFA, Raman, or even the black box optical amplifer component in OptiSystem amplifiers libray) means increasing noise, since noise figure is defined as the ratio of SNR at the input to SNR at the output of the amplifier (or any other component).
